The National Digital Farmer's Registry of Moldova (in short the Farmer's Registry) is a comprehensive information system about Moldovan farmers and their agricultural activities, developed by the Ministry of Agriculture and Food Industry.
At the beginning of 2024, the testing phase of the Farmer's Register takes place. At this stage, at least ten thousand farmers will be registered in the system to test the functionality of the Registry.
Who is a farmer?
In the context of the Farmer's Registry, a farmer is any natural person or legal entity who owns/manages an agricultural holding/farm. This may include growing crops and/or raising livestock, with the primary purpose of producing food and other agricultural products.
What information is collected?
Each farmer is asked to provide the following data: his/her identification data (name, INDO/INDP, contact details), location of the agricultural land (cadastral number), number of persons working the land or raising animals, type of crops harvested, type and number of animals raised, etc.
Who needs to register?
Farmers who work one (or more) agricultural
land(s) and/or keep animals can register in
the Registry. It does not matter whether the
farmer owns the land(s), leases, rents, or has
other formal or informal arrangements.
Moreover, farmers who are already registered
in the information systems of the Agency for
Intervention and Payments for Agriculture
and the Ministry of Agriculture and Food
Industry, as well as those who have never
been registered in any such government
information system, are welcome to register
too.
How will the registration take place?
At the beginning of 2024, a selected number
of farmers from Briceni, Dondușeni, Edineț, Florești, Ocnița, Hîncești, Ialoveni,
Nisporeni,
Orhei, Telenești, Cahul, Cantemir, Căușeni,
Cimișlia, Taraclia districts will be contacted (in
person or by phone) by specialists hired to
interview farmers and collect the information
mentioned above.
The specialists will ask questions and farmers
will have the chance to answer them. The
specialists will note down the information
and forward it to the Agency for Agricultural
Intervention and Payments to enter all of it in
the Farmer’s Registry.
Why do farmers need the Register?
In the future, the Farmer’s Registry will be
developed and completed with data from
farmers and various information from
relevant public institutions. The Registry will
provide farmers with permanent access to
their personal data, useful information such
as agricultural news and recommendations to
improve farming practices and increase farm
efficiency and productivity. The data provided
by farmers will help the Government to
develop policies based on facts and the real
needs of farmers.
In future, only registered farmers will be able
to access subsidies and other forms of
financial support offered by the Government
Why does the Government need the Registry?
With the information collected in the
Farmer’s Registry, the Government will be
able to develop agricultural policies based on
facts and the real needs of farmers.
The Registry will be a reference resource for
harmonising national legislation with EU
standards in agriculture and implementing an
integrated system of national administration
and control in agriculture, functioning as a
basic tool for monitoring the management of
public money.
The development of a digital and efficient
management system for the agricultural
sector in Moldova is a requirement of the
European Union in the accession process of
the Republic of Moldova.
